Technology Voucher Programme Hong Kong Tech Adoption for SMEs

The Technology Voucher Programme Hong Kong (TVP) is a government funding scheme administered by the Innovation and Technology Commission. It supports Hong Kong registered businesses adopting technology to improve productivity or upgrade business processes. The programme operates on a matching basis: the government reimburses a portion of eligible project costs. The enterprise funds the remainder.

TVP Hong Kong Application

Submit your TVP Hong Kong application through the Innovation and Technology Commission’s online system. Your proposal must describe the technology to be adopted, the expected productivity improvement or business process upgrade, and the associated costs. Applications are assessed against three criteria: the relevance of the technology to the business, the feasibility of the project, and the reasonableness of the budget. The commission publishes application windows periodically. Check the official TVP website for current opening dates and deadlines. A completed application includes a project description, vendor quotations and supporting documents such as the business registration certificate.

Technology Voucher Programme Eligible Projects

Eligible projects under the Technology Voucher Programme cover a broad range of technology adoption activities. Qualifying projects include the purchase, installation and customisation of hardware and software that directly improve business operations. Enterprise resource planning systems, customer relationship management software, cloud computing services, cybersecurity solutions and e-commerce platforms all fall within scope. Technology consultancy services that help design or implement these solutions are also eligible, provided they are directly related to the technology adoption. Projects must be implemented in Hong Kong and must demonstrate a clear link to productivity improvement or business process upgrade. The Innovation and Technology Commission publishes a list of approved technology solutions that have been pre-vetted. Enterprises may propose other technologies if they can justify their relevance.

TVP Funding Ceiling

The TVP funding ceiling sets the maximum amount the government will contribute to a single project. This ceiling is reviewed periodically and may change with each programme round. For the current ceiling figure, refer to the official TVP page published by the Innovation and Technology Commission. Funding is provided on a matching basis: the government reimburses a percentage of eligible project costs up to the ceiling, and the enterprise must fund the remaining portion from its own resources. An eligible enterprise may submit multiple applications over time, but the total government contribution across all approved projects cannot exceed the cumulative ceiling per enterprise. The funding ceiling applies to each approved project individually. Any unspent portion is not carried over.

Hong Kong Tech Adoption Grant

The Hong Kong tech adoption grant is the practical outcome of a successful TVP application. Once a project is approved, the enterprise proceeds with the technology adoption according to the approved plan. The grant is disbursed upon project completion, after the enterprise submits a project completion report and an audit report prepared by a certified public accountant. This audit report verifies that the project was implemented as approved and that the claimed expenses were actually incurred. Retain all original invoices, receipts and vendor quotations for at least seven years after project completion. The Innovation and Technology Commission may conduct post-completion audits. The grant is paid directly to the enterprise’s bank account in Hong Kong.

Approved Technology Solutions and Vendor Quotations

The Innovation and Technology Commission maintains a list of approved technology solutions that have been pre-assessed for eligibility under the TVP. Using a solution from this list can simplify the application process, as the technology’s relevance is already established. Enterprises may still propose other technologies if they can demonstrate how the adoption will improve productivity or upgrade business processes. For each proposed technology, obtain at least two vendor quotations from independent suppliers. These quotations must be itemised and show the cost of hardware, software, technology consultancy and any other components separately. If the project involves technology consultancy services, the consultant must be a Hong Kong registered business with relevant expertise. The commission may request additional quotations or justification if the proposed costs appear unusually high.

Project Completion and Audit Report

After the technology adoption project is completed, submit a project completion report and an audit report to the Innovation and Technology Commission. The project completion report describes what was implemented, how it improved productivity or upgraded business processes, and whether the project met its original objectives. The audit report must be prepared by a certified public accountant registered in Hong Kong. It must confirm that project expenses were incurred in accordance with the approved budget and that vendor quotations were properly obtained. Engage the accountant early in the project to ensure the audit can be completed efficiently. The commission reviews both reports before releasing the grant payment. If the project is not completed within the approved timeline, apply for an extension before the original deadline expires.

Current Application Windows and Official Guidance

The TVP operates in application windows that open and close at specific times. The Innovation and Technology Commission announces each window on its official website, along with the current funding ceiling and matching ratio. Check the commission’s page regularly for updates, as terms may change between rounds. The commission also provides a detailed application guide, a list of approved technology solutions and a sample project completion report. For specific questions about eligibility or the application process, contact the commission’s TVP enquiry hotline or email address, both published on the official website. The commission does not charge a fee for submitting an application. The enterprise bears all costs associated with preparing the proposal, obtaining vendor quotations and commissioning the audit report.

Common questions

What kind of technology projects can I get funding for?

Eligible projects include purchasing and installing hardware and software like ERP systems, CRM software, cloud services, cybersecurity solutions and e-commerce platforms. Technology consultancy services directly related to the adoption are also covered. All projects must be implemented in Hong Kong and show a clear link to improving productivity or upgrading business processes.

How much money will the government give me for my project?

The government reimburses a portion of eligible project costs on a matching basis, up to a specific funding ceiling. The exact ceiling figure is reviewed periodically and can be found on the official Innovation and Technology Commission website. You must fund the remaining portion of the project costs from your own resources.

Do I have to use a technology solution from an official list?

No, you are not required to use a solution from the official list. The Innovation and Technology Commission publishes a list of pre-vetted technologies which can simplify your application, but you may propose other solutions. If you do, you must justify how the technology will improve productivity or upgrade your business processes.

What do I need to do to get the grant money after my project is finished?

To receive the grant, you must submit a project completion report and an audit report prepared by a certified public accountant. The audit verifies the project was implemented as approved and that expenses were incurred correctly. The commission reviews these reports before paying the grant directly to your Hong Kong bank account.
