Personal assessment is an optional election for individual taxpayers in Hong Kong. It allows the Inland Revenue Department to consolidate income from different sources, salaries, property, and profits, into a single assessment. This unified calculation determines the total tax payable on combined assessable income, which can lower the overall tax bill where separate taxes would be higher.

Hong Kong Personal Tax Assessment

Elect personal assessment on Form BIR60, the individual tax return. Any individual with income chargeable to salaries tax, property tax, or profits tax in the same year of assessment may make this election. The Inland Revenue Department then computes tax on the total assessable income, applying the same allowances and deductions available for salaries tax. The tax payable is the lower of the amount calculated under personal assessment and the sum of the separate taxes.

Filing Personal Assessment Hong Kong

File by completing Part 8 of Form BIR60 and submitting it to the Inland Revenue Department. Make the election within the time allowed for filing the tax return, or within any further time the Department permits. Once elected, personal assessment applies to that year of assessment and continues for subsequent years unless the taxpayer revokes the election.

From this total, you deduct allowable expenses, allowances, and deductions. The resulting net assessable income is charged at the progressive rates applicable to salaries tax, or at the standard rate, whichever produces the lower tax. The tax payable under personal assessment is then compared with the sum of the separate taxes that would otherwise be due. You pay the lower amount.

When Personal Assessment Benefits the Taxpayer

Personal assessment is beneficial when you have losses from one income source that can offset profits from another. A property tax loss, for instance, can reduce your salaries tax liability under a unified assessment. Personal assessment may also result in no tax payable on property or profits income that would otherwise be charged separately, if your total income is below the salaries tax threshold.
