Form IR1241 Message Form for General Correspondence
For any communication with the Inland Revenue Department that lacks a dedicated form, the Form IR1241 message form for general correspondence is the standard cover sheet. The IR1241 is not a return or a claim. It is a structured way to present a written enquiry, a notification, or any other formal submission to the IRD. Using this form ensures the department can identify the taxpayer quickly and route the message to the correct officer.
What Is Form IR1241 and Its Purpose
Form IR1241 is the official message form for general correspondence with the Inland Revenue Department. Its purpose is to replace an unstructured letter with a template that captures the key data the IRD needs to process a taxpayer communication. When you send a written enquiry about a tax assessment, report a change in circumstances, or request information that does not fit an existing form, the IR1241 is the correct vehicle. The form is designed for general correspondence, not for statutory filings such as profits tax returns, employer returns, or objections, each of which has its own prescribed form.
When to Use the IRD General Correspondence Form
Use the IRD general correspondence form when you need to write to the IRD about a matter that no other form covers. Common examples include asking for an explanation of a tax bill, notifying the department of a change in postal address (though Form IR1249 exists for that purpose), requesting a copy of a past letter or notice, or following up on a previous submission. The form is also appropriate for sending supporting documents that are not attached to a specific return. If the IRD has assigned you a tax file number or business registration number, include that on the form so the department can match your message to your record.
Before using IR1241, check whether the IRD provides a specific form for your request. An application to holdover provisional tax has Form IR1121. A notification of a new employee uses Form IR56E. Only when no dedicated form exists does the general correspondence form become the right choice.
How to Complete the Hong Kong Tax Message Form
The Hong Kong tax message form requires several mandatory fields. An individual taxpayer must provide their full name and Hong Kong identity card number. A corporation must provide the company name and business registration number. You must also include your tax file number or, for a business, your business registration number. The IRD uses these identifiers to locate your file without delay.
The form has a section for the subject of the enquiry or communication. State your issue clearly in one or two sentences. For example: "Request for an extension of time to file the Profits Tax Return for the year of assessment 2024-25" or "Enquiry about the calculation of salaries tax on housing allowance received in 2023-24." The subject line is not the place for a full explanation; it tells the officer what the message is about.
The main body of the form is a blank box for the details of your message. Write the full content of your written enquiry or notification here. If the space is insufficient, attach a separate sheet and note that on the form. The IRD prefers that the message be self-contained, so include all relevant facts, dates, and reference numbers in the attachment rather than referring vaguely to earlier letters.
You must sign and date the form. If a tax representative submits the form on behalf of a taxpayer, the representative must provide their own contact details and attach a valid authorisation letter or power of attorney.
How to Write to the IRD Effectively
Learning how to write to the IRD through the IR1241 form means following a few conventions. Write in plain English or Chinese (the IRD accepts both). Keep sentences short and factual. State what you want the department to do: grant an extension, explain a charge, confirm receipt of a document, or correct an error. Avoid opinions or complaints phrased as general grievances; stick to the specific matter.
Include a daytime phone number and email address so the IRD officer can contact you for clarification. The form has a dedicated field for contact details. If you are responding to a letter from the IRD, quote the reference number that appears on that letter in the subject line. The reference number is usually a string such as "IRD/RMU/24-25/12345" or similar.
The IRD enquiry form does not replace the need to file a proper objection if you disagree with an assessment. An objection must be made in writing using the correct procedure under the Inland Revenue Ordinance. The IR1241 is for general communication, not for contesting a tax liability.
Submitting the IR1241 Form
The submission method for Form IR1241 depends on whether you use the eTAX system or prefer paper. Through the eTAX portal, you can send the form as an electronic message attached to your eTAX account. The IRD encourages electronic submission because it is faster and generates an automatic acknowledgement. If you file by post, send the completed and signed form to the appropriate address listed on the IRD website. The address varies depending on whether the matter concerns profits tax, salaries tax, or property tax.
Keep a copy of the form and any attachments for your records. The IRD does not return correspondence, and a copy may be needed for future reference. If you submit by post, consider using registered mail for important communications so you have proof of delivery. The IRD typically responds to a written enquiry within a few weeks, but response times vary with workload.
Common Mistakes to Avoid
Taxpayers sometimes use the IR1241 for matters that have a prescribed form, which delays processing because the department must redirect the message. Check the IRD forms index before writing. Another frequent error is omitting the tax file number or business registration number, forcing the IRD to search for the correct record. On the form, every identifier you provide helps the officer act on your message without further correspondence. Do not use the form for urgent tax payments or to notify a change of address if another form exists; use the specific form for those tasks to ensure the department processes them in the correct workflow.
The IR1241 message form is a straightforward tool when used correctly. It simplifies taxpayer communication by providing a consistent format that the Inland Revenue Department can process efficiently. For any general correspondence not covered by another form, this is the right document to use.
