Form IRBR184 Three-year Business Registration Hong Kong
Form IRBR184 is the application for a Business Registration Certificate valid for three years instead of the standard one-year certificate. It is the direct route to a longer registration term for any business required to register under the Business Registration Ordinance (Cap. 310).
Eligibility and Benefits of the Three-year Certificate
Any person or entity required to register under the Business Registration Ordinance (Cap. 310) may apply for a three-year Business Registration Certificate. This includes sole proprietorships, partnerships, and limited companies. The application must be made using Form IRBR184.
The primary benefit is convenience. A single application covers three years, reducing the annual renewal workload. The business registration fee for the three-year certificate is three times the annual fee, and the levy component is also multiplied accordingly. The total cost is the same as paying for three separate one-year certificates, but the business avoids the risk of forgetting a renewal and incurring late fees.
The Business Registration Office issues the three-year certificate with a validity period of three calendar years from the date of issue. After expiry, the business must apply again using Form IRBR184 if it wishes to continue with the three-year option.
IRBR184 Form 3 Year BR Certificate: Who Can Apply
The IRBR184 form 3 year BR certificate is available to:

New businesses applying for their first Business Registration Certificate at the time of incorporation or commencement of business. For a company limited by shares, the Business Registration Office issues the certificate after receiving Form NNC1 together with Form IRBR1. The applicant can elect the three-year option on Form IRBR184 at this stage.

Existing businesses that currently hold a one-year certificate and wish to switch to a three-year certificate upon renewal. The application must be submitted before the current certificate expires.

Sole proprietors and partnerships that have commenced business and need to register. The commencement of business triggers the registration requirement under Cap. 310.
Businesses that are already registered and hold a valid three-year certificate cannot use this form to apply again until the certificate expires.
Hong Kong Three Year Business Registration: How to Apply
The application procedure for a Hong Kong three year business registration depends on whether the business is new or renewing.
New businesses: When incorporating a company through the Companies Registry, the Business Registration Office automatically processes the application for a Business Registration Certificate. The applicant indicates the choice of a three-year certificate on Form IRBR184, which is submitted together with the incorporation forms (NNC1 or NNC1G) and Form IRBR1.
For a sole proprietorship or partnership, the business owner completes Form IRBR184 and submits it to the Business Registration Office in person, by post, or through the e-services portal of the Inland Revenue Department.
Renewal: The Business Registration Office sends a renewal notice before the current certificate expires. The business may use Form IRBR184 to elect the three-year option at that point. The renewal application can be made online through the Business Tax Portal or by paper form.
IRBR184: Submission and Payment
The IRBR184 application must include the completed Form IRBR184, the business registration fee and levy for three years, and any supporting documents, such as copies of the previous certificate.
Payment methods accepted by the Business Registration Office include:
- Online payment through the e-services portal (credit card, PPS, or FPS)
- Cheque made payable to "The Government of the Hong Kong Special Administrative Region"
- Cash or EPS at a counter of the Business Registration Office
The fee amounts are published on the Inland Revenue Department website and are revised periodically. Check the current rates before submitting the application.
The certificate is issued once payment is confirmed. The effective date is the date of issue for a new business, or the expiry date of the previous certificate for a renewal.
Apply for 3 Year BR Certificate: Effective Date and Validity
When you apply for 3 year BR certificate, the effective date is the date the Business Registration Office receives the correctly completed application and payment for a new business. For a renewal, it is the day after the previous certificate expires.
The three-year certificate is valid for exactly three years from this effective date. It cannot be cancelled or replaced with a one-year certificate during its term. If a business later wishes to revert to a one-year certificate, it must wait until the three-year term ends and then submit a new application (Form IRBR199 for revocation of election, but only if the revocation is made before the three-year term begins).
Relationship with Companies Registry
For companies incorporated under the Companies Ordinance (Cap. 622), the Business Registration Certificate is issued separately from the Certificate of Incorporation. The Companies Registry issues the Certificate of Incorporation, while the Business Registration Office under the Inland Revenue Department handles the Business Registration Certificate.
When filing incorporation documents with the Companies Registry, the Business Registration Office automatically issues a one-year certificate unless the applicant specifically elects the three-year option. The election must be made on Form IRBR184 at the time of incorporation. The Business Registration Office processes it alongside the incorporation application.
After incorporation, the company must still meet its obligations under the Companies Ordinance, including filing annual returns (Form NAR1) with the Companies Registry. The three-year Business Registration Certificate does not affect these obligations.
Renewal and Subsequent Applications
A business that holds a three-year certificate must apply for a new certificate when it expires. The renewal process is the same as for a one-year certificate, but the business may again elect the three-year option using Form IRBR184.
The Business Registration Office sends a reminder notice before expiry. Submit the renewal application before the certificate expires to avoid a gap in registration and potential penalties.
If the business fails to renew on time, the registration lapses. The business can apply for a new certificate, but may incur late fees. Continuing to trade without a valid Business Registration Certificate is an offence under Cap. 310.

商業登記號碼 / Business Registration Number
Enter the business registration number shown on the existing Business Registration Certificate. It is the 8-digit number found in the top section of the certificate.
業務名稱 / Business Name
Copy the full business name exactly as it appears on the current Business Registration Certificate. If the business has a branch, the name of that branch (as registered) goes here.
生效年度 / Effective Year (Note 1 and 2)
State the calendar year in which the next certificate will start. For example, if the next certificate begins on 1 May 2025, fill in “2025”. This field is commonly misunderstood. If the existing certificate expires on 30 April 2025, the election must be made by 31 March 2025; otherwise the next certificate (from 1 May 2025) will remain a 1-year certificate, and the election will only apply to the certificate starting on 1 May 2026. The election once made stays in force until formally revoked.

Only fill this box if you missed the 31 March deadline for a certificate starting 1 May 2025 and still want the 3-year certificate for that period. State the reason - for example “absence from Hong Kong”, “sickness” or “other reasonable cause” - that prevented you from electing on time. Leave blank if the election is on time.
